Rachel has spent more than twenty years at the intersection of law, technology, and civil rights. Her private consulting practice focused on AI regulation and employment, advising companies and governments on how AI systems are being used to make decisions about people.
From 2023 to 2025, Rachel was Senior Counsel at Seyfarth Shaw in Washington, DC, where she advised Fortune 100 companies on AI risk management and compliance.
Previously, Rachel spent over 12 years in federal public service. At the EEOC, she served as a Commissioner’s Senior Counsel for AI and Algorithmic Bias, leading initiatives on the applicability of employment discrimination laws to AI and educating lawyers and HR professionals on civil rights obligations in an era of algorithmic decision-making. Her earlier EEOC roles included Acting Executive Officer, Special Assistant to the Chair, and Assistant General Counsel for Technology.
At the National Labor Relations Board, Rachel led the General Counsel’s nationwide subpoena-enforcement program in high-profile joint-employer litigation against McDonald’s and other complex enforcement matters, and represented the agency in responding to Congressional oversight requests.
Before entering government service, Rachel spent a decade in private practice at AmLaw 200 firms, where she gained jury trial experience and achieved national recognition as an expert in electronic discovery.
Rachel received her undergraduate degree from Yale University and her law degree from the Duke University School of Law.
